Russia Outlaws Self-Custody Withdrawals and Sets 2027 P2P Crypto Ban
A new Russian regulatory framework mandates the use of licensed platforms for digital asset trading while phasing out peer-to-peer transfers by July 2027.
Russia is preparing to outlaw peer-to-peer cryptocurrency trading from July 1, 2027, pursuant to Federal Law No. 282-FZ signed by President Vladimir Putin. The legal framework, which took effect on September 1, 2026, requires all trading activity to take place through licensed intermediaries.
While peer-to-peer activity has until mid-2027 before the prohibition applies, a ban on moving funds into self-custody wallets has already taken effect. Domestic users may transfer assets from self-custody into regulated venues, but outbound transfers to private wallets are prohibited.
The regulatory framework introduces a licensing structure for domestic institutions, with Sberbank already obtaining two licenses to offer digital asset trading starting in December. Authorized platforms are also allowed to list foreign stablecoins like USDT.
Additional provisions cap retail crypto purchases at $3,500 annually and prohibit digital assets for domestic commerce, while permitting their use in cross-border settlements. The measures are intended to curtail capital flight and improve oversight of asset flows.
