Russia to Prohibit Peer-to-Peer Crypto Trading from July 2027

Russian authorities have established a legal framework that will outlaw direct peer-to-peer crypto transactions while restricting self-custody withdrawals.

Russian authorities will ban direct peer-to-peer cryptocurrency trading starting July 1, 2027, under Article 30 of Federal Law No. 282-FZ on digital currencies and digital rights. The legislation was signed by President Vladimir Putin in August and came into force on September 1, 2026.

The framework restricts cryptocurrency transactions to regulated entities and licensed platforms. While the full ban on peer-to-peer transfers takes effect in 2027, prohibitions on withdrawing assets to self-custody wallets are already operational. Users may deposit assets from private wallets to regulated platforms, but cannot transfer them back out.

Under the new regime, banks and digital asset firms can obtain operational licenses. Sberbank has secured two licenses and plans to launch crypto trading services starting in December. Regulated platforms are also permitted to offer trading for foreign stablecoins such as Tether (USDT).

The law caps retail crypto investments at $3,500 per year and forbids cryptocurrency for domestic payments, although cross-border settlement for international trade remains permitted. According to the report, these measures aim to limit capital flight, reduce tax evasion, and provide state visibility over capital movements.

These two are not the same thing, and one does not produce the other. The left is how this single article reads, from its tone alone. The right is the site’s own call on the asset, from indicators and analysis. Press tone feeds no score and no signal: on the only corpus this site has measured, daily tone tracked the move that had already happened and showed no measurable link with what followed.
