Validator manifests link a validator's permanent identity to its temporary signing key used during consensus, allowing operators to rotate working keys while keeping master credentials offline. Earlier xrpld versions accepted, stored, and rebroadcasted unlimited manifests tied to unknown validator keys. This exposed the network to excessive untrusted data accumulating in local caches and spreading across peer connections.

The hotfix introduces controls at four points to prevent oversized or repeated manifest traffic from burdening nodes. It rejects individual manifests exceeding expected encoded size before decoding begins, discards incoming batches with excessive untrusted manifests, and limits manifest greetings exchanged during new peer connections. The update affects 13 files across six commits.

XRP Ledger Operations instructed node administrators to install the hotfix immediately and perform a second restart shortly after. While the incident affected peer-layer message propagation rather than balances, transactions, or ledger rules, strained peer connections could still weaken overall network connectivity and slow information distribution across the network.
